TV movie was filmed in Vancouver and in British Columbia, Canada.The Treasury Department has a long history of dealing with sanctions. The movie is not particularly suspenseful, but it is watchable. But there is a dialog involving Carly and another person past the half-way mark that reveals an important clue. This writer has taken you through most of the movie and will stop here so as to preclude any spoilers in the denouement. But in the course of the film, it is revealed that most of the former residents of Safe Harbor matured poorly (into drug pushers, prostitutes, and never-do-well types). Sam Wyatt has advised his mother to call Oakum's bluff, not to pay the bribe. Revealing this information publicly would have a negative effect on the school.

When the detectives confront him, he shoots his way out. Tracking down the leads points to a previous maintenance man of the harbor, Ray Oakum (Scott Heindl). After investigating, it is found that the young woman was a previous resident of the center. Anyway, a woman's strangled body is found on the harbor's grounds, with a painted red satanic image on the wall next to the body. Wyatt's son Sam (Steve Bacic), an investment broker, is an old friend of Carly. Her assistant is quirky Julia Thorpe (Stacy Grant), who seems to harbor a secret (no pun intended). The haven is owned by wealthy Olivia Wyatt (Pamela Perry). Our protagonists are called in to Safe Harbor, a refuge for abused young adolescents ages 12-16. They have worked together for two years, although it is apparent that Carly likes to march to the beat of her own drum. HuggoĪt the beginning, when Portland police conduct a successful raid on some nefarious folks, we are introduced to detectives Carly Sagan (Tracey Gold) and her partner Joe Avery (Mitchell Kosterman). As Joe and Carly work through the case, Carly will have to battle her family demons, and stay impartial to the evidence as she may go down some paths she may not want to based on her history with Safe Harbor. The belief all concerned have is that the murderer is Ray Oakum, the center's former groundskeeper who Olivia and Julia recently fired when it was discovered he was previously imprisoned for sexual predation, his current whereabouts unknown. Carly also ends up being reunited with Olivia's son, Sam Wyatt, the two who were close friends at the time with the possibility of more. This case marks Carly's first time back to Safe Harbor since she lived there, it a time in her life she wanted put behind her despite loving Olivia like a mother. Although they consider each other friends, it isn't until this case that Carly divulges to Joe that she was a former resident of Safe Harbor herself, from age twelve to sixteen, as her abusive father murdered her mother before her eyes when she was a child. Hers will only be the first of several murdered females, all strangled, all found on the Safe Harbor grounds, all with a connection to Safe Harbor, and all with the same crudely painted satanic figure next to the body. The detectives will eventually learn the woman was a former Safe Harbor resident whose life did not take a turn for the better after she left the center.
